Adding my Gmail to Outlook keeps failing at the password step even though the password is definitely right. Sometimes it loops on the credentials box forever. What does Gmail actually require now?

Google blocks plain password sign-in from desktop clients, which is your loop.

Turn on 2-Step Verification in your Google account security settings. App passwords only exist once this is on.

Generate an App Password (Security, App passwords, pick Mail). Google gives you a 16 character code.

Also enable IMAP in Gmail settings under Forwarding and POP/IMAP.

Add the account in Outlook and paste the app password where it asks for your password. Settings if asked manually: imap.gmail.com 993 SSL in, smtp.gmail.com 587 TLS out.
App password was the missing piece. Connected on the first try after that. Solved.
