Every send receive cycle throws 0x800CCC0E and mail sits in the outbox. Started after our ISP changed something. Webmail works fine so the account itself is alive. Where do I look?

0x800CCC0E is a connection failure to the mail server, almost always port or SSL settings after a provider change.
1
File, Account Settings, open the account, More Settings, Advanced tab. Check against your provider's current published ports: usually IMAP 993 SSL and SMTP 587 TLS.
2
On the Outgoing Server tab tick My outgoing server requires authentication. Its absence causes the same code.
3
Still failing: antivirus mail scanning intercepts the connection. Disable the email shield in your AV and retest.
ISP had moved SMTP to 587 with TLS and my account still said 465. Fixed in one minute. Solved.
