Windows Live Mail finally died on my mother's PC after an update. Years of family mail sit in its storage folder as EML files. I want it all in Outlook on her new laptop. What is the clean path?

Two situations. If WLM still opens anywhere, use its built-in File, Export, Email messages to Exchange with Outlook installed on the same machine.

Since yours is dead, go straight at the storage folder. SysTools WLM Converter reads the EML store from C:\Users\[name]\AppData\Local\Microsoft\Windows Live Mail\ and outputs a PST with the folder tree intact. Copy that folder to the new laptop and convert there.

Storage folder route worked. 9 years of mail in Outlook on the new laptop. Solved.
