Client sent logo files as EPS. Windows Photos will not touch them and double clicking does nothing. I need to view them and ideally convert to PNG for a document. No Illustrator here.

EPS is PostScript vector, which is why Windows ignores it.

Free viewers that render EPS: GIMP (needs Ghostscript installed alongside), IrfanView (also via Ghostscript), or Inkscape which opens EPS natively and exports PNG at any resolution.

Inkscape is the pick here. Open the EPS, File, Export, set the DPI for your document and save PNG. Vector source means you can export crisp at any size.
Inkscape opened the logo and exported a clean 300 DPI PNG for the doc. Solved.
