Finally retiring an old Domino server, moving 90 users to on-prem Exchange 2019. Mailboxes are NSF files, some with local encryption. What is the realistic migration approach at this scale?

Notes to Exchange is one of the messier migrations. Plan:
1
Inventory first: list NSF files, sizes and which ones carry local encryption. Encrypted NSF files must have that protection removed before any tool can read them.
2
Provision the 90 Exchange mailboxes and build a source to target address map in CSV.
3
Migrate with SysTools NSF to Exchange, which reads the NSF files and pushes mail, contacts and calendar into the matching Exchange mailboxes. Run a pilot batch of 5 users end to end first.
4
Notes specific items like doclinks and some rich text quirks do not map cleanly. Warn users those may look different post-move.
Decrypted the protected NSFs first, piloted 5, then ran the rest over three nights. On Exchange now. Solved.
