Our Exchange server is being retired and IT disabled my mailbox before I archived anything. I still have the OST on disk. Outlook refuses to export it without a live connection. How do I get this OST into a PST I can actually use?

The OST is about 9GB if that matters.
Once the Exchange account dies the OST turns read-only orphan. Outlook will never export it, so you need a direct converter.
SysTools OST to PST Converter reads the file straight off disk with no Exchange or profile needed. Emails, calendars, contacts and attachments all carry over. 9GB converts in roughly 30 to 45 minutes.
Grab the file from C:\Users\[you]\AppData\Local\Microsoft\Outlook\ and keep a spare copy before converting.
