Government portal caps uploads at 10MB and my scanned application PDF is 48MB. Online compressors either butcher the text or want a subscription. Offline way to get this under the cap while keeping it readable?

Scanned PDFs are almost all image data, so the win comes from downsampling images. SysTools PDF Compress does it offline: pick a target quality, it re-encodes images and leaves text objects alone. A 48MB scan typically lands between 5 and 9MB at the medium setting and stays perfectly readable.
Offline matters for application documents anyway. Your paperwork should not tour a stranger's server.
7.2MB at medium quality, portal accepted it, text is crisp. Solved.
